Problems Transferring to Frigate or Destroyer

I've got Starshatter 4.5, just got promoted to Lt Commander in the Highland campaign. When I try to transfer to a Frigate or Destroyer I get the message "Request denied Lt Commander, you must have a rank of Lt Commander before transferring to the unit..." I've tried to transfer to every individual destroyer and frigate in the fleet with the same results. I've tried restarting the campaign, same results.

OK I was actually allowed to transfer by selecting the Destroyer Squadron
