Surrender

When a country surrenders, let's say Romania surrenders to CP, Romania becomes part of Austria. Do all the resources now belong to Austria? The map shows control of the resources still remain Romanian, illustrated by Romanian flags. Is this a map error?

Sounds like it is.  All Romanian resources should go to Austria in that case.  I will try and reproduce that and check it.  If you have a save game of it happening (preferably just before it happens but even afterwards will help) please forward it to me at fhunter@telus.net

From what I can tell, another Central Powers country can move  units into the captured "Austrian" (formerly Romanian) hexes and take control of them.  I know that this can be done before the country surrenders, as I had a game versus the AI where Russia surrendered and ceded a big chunk of Poland to Austria.  However, Germany had been the one who actually had overrun those parts of Poland, and those hexes remained German controlled and the food resources from them continued to go to Germany, even though they were officially inside Austria now.

Yes I routinely use cavalry to optimise the ownership of captured resources befoer countries surrender - only getting 1/3rd the value means it is important to have 3 resources owned by 1 nation and not a 2/1 split.
