Old bug again - fragment problem

I tried to conquer Canton Island, but without success. I started to evacuate units, which cost me very high number of ships and planes (late 43!). After some months of starving, the units on island die, but their fragments are still fragments. Since I have lost in this operation roughly one third of IJA forever, I have to surrender soon despite full units poll.
Is there any solution? I have the file before the units starved to death. Is there any possibility to change fragments to core units? I do not want to loose a game where I have Karachi :-)
I have the last patch...

Its been on the list with a very high priority, but havent gotten to it yet.
