It was one of those "1 Bandit added to the Target Area at the start of each turn" missions.
The added bandit would arrive in stealth mode. You couldn't see it, and if you knew it was there and clicked around the target area, you could select it, but you couldn't target a weapon on it with a Fast Hornet.
The stealth bandits would become visible and targetable in the Slow Pilot phase.
