Attacks

When attacking, in most cases the "Plan an Attack" menu comes up when I click on an opposing stack. Occasionally, the attack resolves immediately, often allowing multiple follow on attacks. Why the difference?

Getting a second attack also depends on the amount of movement expended already by the attacking units, and other units across the map, even if the defenders withdraw.
