Moving HQs in North Africa

I have just finished the North Africa canned scenario and found the game behaving oddly, or perhaps it's just a scenario design problem.
Both Axis and Allies ended up holding paralel lines south from Derna and the former won, according to the preset victory conditions.
Now, as both sides moved their HQs forward, following the troops, there was no evident signal in neither side of the strain caused by the long lines of supply the r/l contenders experienced.
Shouldn't the high HQs be fixed, either at Tripoli (Axis) or at Alexandria to replicate that sensitive issue?
