Forgive if already covered..
I know some of the maps go to winter snow, can the maps be divided into area that change per season, ie North africa essentially unchanged where Eastern Front has summer .. spring fall mud. winter snows?

or put another way; two or more seperate zones of weather changing , or not, dependant on the designers wishes?

All the weather effects you see in the scenarios are implemented with events.  If you want multiple weather zones on 1 map, you can do this by defining different land types (e.g., plains, plains - arctic)

I was not talking about types but areas.. the north freazes the south goes to mud, since they are events can I specify DIFFERENT areas at the same time changing?

Here is how to do this.
 
Set an area that is your weather zone with slot. 
On the winter wx turn, check every hex on the map. 
If it is in the winter wx zone, change to the winter land type.
In the land menu, you have to define winter land types.

I would love to see Barbaroosa, 1st 18 months or so, with a mud season added in.. and rail transport !

I've read tons of Eastern Front histories and Operational Studies, etc. Though I've not delved into any scenario developments for any board or computer wargames. PM me if you'd like to have a hand, however lowly. Being a lazy gamer, it's gonna take me a few weeks (months?) or so to get around to learning the Editor. But I could do some legwork/background research, etc.

Agreed, I was surprised not to see any rail in this scenario.
OTOH Mud could be done rather simply with events decreasing movement rates.
