Landscape Types Sprites

I have a question about number of sprite for each landscape type.
I want for each city unique picture so I add sprites to Urban type landscape.
For ten or more sprites I experience error message Index out of Bounds - is there any limit ?
Everything working fine except this error.

To avoid this error I created copy of Urban landscape, erase all sprites and add my own sprites only.
