WW2 Scenario - Unit Transfer problem

I've tried in many random games and scenarios the transfer of units and always it worked in this way:
it is possible to transfer subformations from a unit to an HQ with enough Trucks (land capacity points) even if the starting unit does not have any truck (= 0 CP).

In the WW2 scenario this does not seem to be possible. Is there a reason for that?
It is possible to transfer subformation only if the starting unit has enough CP.

Moreover is it possible to transfer subformation both by sea and land? For example, in the previous scenario, is it possible to transfer a subformation from an HQ in london to an Hq in paris if the london HQ has both Trucks and cargo ships? I've tried but again does not seem to work.

It is not possible to transfer by sea and by land in one go. You must transfer from port to port and then from that port to another town.

What about the possibility to transfer a subformation form a unit without CP to an AH with CP?
