Possible bug: Can't exit "starting units" phase

I'm playing Turkey, and I have place all my legal units. The only thing that's not on-map are three empty fleet counters and the Nizami Cedid corps counter. It tells me that I need to place all my units, and won't let me quit.
At LAST! The greatest campaign board game of all time is finally available for the PC. Can my old heart stand the strain?

Did you place the Syrian Corps counter and factors?

There's no Syrian corps on the screen, and the help text doesn't mention Free States (except to state that you have to place them).
 
However, after some playing around, I figured out how.
 
A suggestion for playability: Have this better documented. The manual doesn't mention how, and the button you have to click has no "hover text" balloon.
 
However, this doesn't solve the problem. It still claims I haven't set up all my units.

Jimmer,

When you click the “end current phase” button does the program:

1. Show a message window that says: “Must place all forces during at setup” or;
2. Show error message in status panel (red text) that says: “add forces or remove unit”

If #1: click any land area on the map and view the Status Panel. It will show the current major power’s available factors during setup. You need to add them before advancing the game.

If it is #2 then you have an empty counter on the map that you must remove or place factors into

Btw, you’re correct about the minor country counter pool; it was only mentioned in the section covering the Reinforcement Phase but not in the Setup Phase section. Also the available factors in the status panel during setup were not mentioned. Both will be added for in-game manual update and as addendum for printed manual.

It's #1, but your solution does not work. I have no factors left to place. All of the infantry are in corps and garrisons, and all of the cavalry are in corps.
