Lone Transport

According to the rules, if a lone transport is in a sea zone unaccompanied by Fighting ships, they are automatically captured.

However, this doesn't seem to be the case when that transport is carrying a depot.

The transport cannot be attacked and the ships present are not allowed to build invasion supply depots.

This is taking place off the coast of Algeria.

Is there something I'm missing or is this a bug? The manual seems to be quite plain in this area.

Do they disappear when you enter the same sea area? If so then they were captured.

The program chooses the closes friendly controlled port and places the ships in that port’s naval build box (see insert), which can be found in the bottom left corner of the selected area info box. The captured ships come on as reinforcements but it is up to you to either 1) get an existing transport counter there or; 2) build a new one during the economic phase.
