Commander – Europe at War Gold is the first in a series of high level turn based strategy games. The first game spans WW2, allowing players to control the axis or allied forces through the entire war in the European Theatre.

The instructions are not that good. Are the colors of the numbers on the unit reflecting manpower, supply, what?

The colors reflect effectiveness and is a shortcut to not have to click a unit to see whether it is about to break and retreat.
