Factor conversions

I did a lil booboo in a test game and I had one excess cav factor bulit. Does the game allow for that factors to be convenrted (and gd factors as well) to infantry ? Secondly is there a militia conversion rule?

Yes, you click on one of the titles in the "Country Information box".  I can't recall which at the moment.  Maybe someone else can be more specific.
