Revised RHS Manual

A significantly revised RHS Manual has been uploaded. Aside from cosmetic changes, old material was revised, and new material covers EEO and CAIO. Also, future Level 8 (AE standard) and Level 9 (revised AE map standard) are included (at least in tentative form).
