Question to Pacific scenario

Question to Pacific scenario

I have problem with China ... just one city is able produce about 850 supply per turn, but need is little bit higher. So units aer lower and lower of supply, which means lower readness ... and it means more supply demand. And no way, how to have more supply (no action card like have US and Britain). Is it a scenario bug or I missed something importand ?

I updated the scenario to give China an action card to purchase supply.
