When one major power loans money it is removed from the loaning major power during the diplomacy step, but doesn't arrive at the receiving major power until the economic phase (money and manpower collection step).

That's a significant departure from the board game, as the loaning major power has to have the money in reserve from the previous quarter. In the board game, the loaning major power would get to collect money before loaning it out.

Probably needs to be documented somewhere under "differences between EiANW and EiA the board game".

I think this tips the balance of the game a little in France's favour, especially when combined with the lack of combined movement and need to loan corps (for France's allies). Russia can't necessarily build corps, loan them to Prussia, and then loan Prussia the $ needed to supply them early in the game because the cash reserve needed to establish the $ loan won't necessarily exist.
