When i set my diplomatic settings to allow a Comp Player access

in the next diplomacy phase it says "russia requests access"
"russian access denied"

Is this a bug, or am i failing to do something?

This is a bug BUT dbl-check your access rights because the bug is that the message itself was wrong. You're probably still giving access just the message lying and saying that it was denied.
