peace conditions error

In the attached game, I am Britain at war with Spain. When I go to the peace conditions screen and select Spain, I get the error message "Unable to insert a line". I also find the conditions I had previously selected unselected.

I don't know whether it's related, but that screen lists a bunch of Spanish light fleets available for removal, but I don't see them on the map; only the heavies and transports. I wasn't trying to select the light fleets for removal, though.

Correction: The Spanish light fleets are not missing, they are evidently invading Greece (?!)

But I am still getting the error message and am unable to keep peace conditions selected.
