RHS pwhex files and Interior River Systems

The latest pwhex files for Level 7 ONLY

have opened a channel South from Dacca

it is an open river system - and it should not be so -

In AIO and CAIO the river ports are airfields and won't function properly - but you can still enter

in everything else any ship can go up the Ganges. Try to prevent that - for a couple of hours.

There is a single hex to fix - but four files to fix it in - and I will do so post haste.

The Mekong had a similar problem - due to the way the sea entrance was coded.

More fundamentally, testing reveals that if coded properly, ships/task forces will accept destinations accross
the barrier - either direction - but the pathfinding routine will not honor either direction - and no such ship will
ever move - period - either direction.

Since the pwhex files have had some eratta folded in, and slight development (opening up more of the Barents Sea,
adding a bit more land) - I won't go back.

I will instead modify the files twice: once to "normal" closed interior river systems - this will be called STANDARD -

and once for open interior river systems - this will be called RIVER -

for momentary use by players wanting to enter or exit either way (under a house rule not to pass the Queen Mary into shallow water kind of thing)
