First Turn Rail

Search doesn't seem to be working for me, so I'm gonna have to just ask. [:)]

I saw one post where somebody was discussing no rail points on turn 1, which is what I receive as CP. But in the posted Quick Guide/AAR and Tutorial the CP have 4 rail points on the first turn. Didn't something get changed or am I missing something? Didn't see anything in the read me, but I might of missed it.

I noticed also, when I tried to operate around a few units. I think it may be either a modification from the recent patches or just in the game engine. You start with a strategic phaze to place your units where ever you want within your own borders.

There are no strategic rail points the first turn in order to simulate use of the rail systems for general mobilization of the armies just prior to the war. You get a less than normal allotment on the second turn and from the 3rd turn on all nations get the full use of their rail capacity.

Note also that transfer of food/resources between nations will use up some of a nations rail points.

I think the AAR was uasing an earlier version of the game in which there were a few rail points available on T1
