deploying corps

Hello World. I have just spent ages trying to figure out the game mechanics. Which are quite good when you wade through the game. Well done to the development crew for providing a good platform to move on from. However I am using Vista and found that I couldn't deploy additional corps in the reinforcment phase, which became a problem when the sneeky brits invaded my france from the north. Can anyone help[:)]

Did you BUY the off-map core markers in your last economic phase?
(Top bar; fifth button from the left; says "View Available Counters")
During your Econ; open that screen & left-click on any counters you
are going to want to place (any time during the next 3 months) costs $1/per
