Is there a war event for the US/west to get fleets, or do these pre war fleets need to be built?

There is no event.  The US / West starts with about 2x the number of capital ships as Japan.  Once they enter, they have really high production as well.

The US starts out with Naval Units in the Phillipines, Pearl Harbor, and San Francisco.  I do not start out with naval units on the East coast, East coast production joins the war early (with the Fall of France and even more if the UK is invaded).

Tom, U may want to check outthe version in hte current patch.. I have no pacific fleets at all

If you are looking at the US in the game, you won't be able to see any units due to fog of war.  Open up the scenario in editor and you should be able to see the starting US units.  If there is still a problem, pls email me the scenario and I will fix.

Hi Matt,

You do have fleets in Pearl. My subs spotted several BB's, CA's and DD's there. Like Tom said, it's probably just FoW, since the US is not an active power yet.
