Question related to HQ power and staff

Although I have read the manual several times I could not find a clear definition, what a low HQ power means for a unit. Will it fight less effective? I s supply affected? Is it better to create new head quarters and sacrifice readiness by switching HQ assignment to get a better HQ power?

And how strong is the influence of staff % on combat effectiveness? Does 50% staff mean only 50% combat effectiveness?

The stf notes in the game seem to indicate you get a bonus based on hq nearness and staffing level and moral and experience.. so in theory you could double? your attack strength.. help here guys

Your combat and morale bonus is a function of the staffing level and the distance to the hq.  Mouseover the stf of a unit to see the combat and morale bonus.  The standard units require a staff officer per 20 power points.  The stf number is the % of staff you have.  It can go above 100% (too much staff), but the bonus is capped at 100%.  Also, the bonus is higher if your staff experience is higher or you have researched and upgraded to a higher staff level (e.g., staff 2, 3). 
 
Many other factors play into combat - terrain, readiness, concentric attacks, etc...
