PBEM Battle Files in Garrison Counter Attack

We just experienced a strange -- and time-consuming -- event in our PBEM game (all human players) as summarized below:

-Swedish Free State is controlled by Spain and at war with Russia
-Swedish Sveaborg garrison chooses to attack besieging Russians per Sec. 11.4.2
-Russian and Swedish forces are each comprised of a single corps
-The program surprisingly calls for the exchange of multiple battle files though no chits were picked or other player input required.

Not sure if this is a bug or by design. If by design, you may want to consider allowing the computer to resolve this combat on its own to speed play, since no real player input was allowed or required during the battle file exchange.
