1.10 Bug? - 999% Bonus For Staff

To recreate:

Play World At War as Germany.
Build new staff and then create new HQ.
Transfer staff to HQ.
HQ now has a 999% staff bonus.

It will say 999% until you attach a combat unit to it.

That's not a bug. HQ's with staff and no units to support will show 999%.
Life is not a journey to the grave with the intention of arriving safely in a pretty & well preserved body,
but rather to skid in broadside, totally worn out & proclaiming "WOW, what a ride!"

And actually the % mentioned is not the bonus but the ammount of staff in HQ neccessary to coordinate subordinate troops properly. You should aim to keep it at around 100%.
 
For actual bonus keep mouse over this property for a subordinate unit.
