I am that opponent. My idea was to delay barbarossa till late 1941 or maybe even spring 1942. The scenario description is a bit vague there imho.

I believe as long as you do not get beat by the garrison requirements it is good. Remember if the US enters the war garrison drops to 1 to 1 ratio.
Favoritism is alive and well here.

well the blerb stated the garrison is times four actual points in 40 and tiomes two in 41, but does not say the Germans get a multiplier in 42.. so I think that would be a realistic way to approach it, but after looking a tthe event engine I was left scratching my head lol[&o]

I think that the timing issues hinge largely on the Vichy event, Chinese Stalemate, and Major Offensive, as to when the US will enter the war. Thus, I suppose that theoretically, the Germans can continue to build up along the Eastern Front, and prevent the Soviets from entering, and the Japanese can never play the CS/MO cards, but that will end up leaving the Axis in a long term stalemate, rather than having a chance at winning. Of course, this may also result in a later start against the Soviets, on two fronts, after the Japanese have finished off the Chinese, and never triggered US entry with the CS/MO combo. At least, that's the way that I see it, from the event descriptions.
