Official Ladder etiquette

OK, I have read the FAQ on the community website and am still a little fuzzy on reporting an Official Ladder game in which my opponent surrendered during the 8th round. The way I read the FAQ, I can add 1000 points to my score. The second sentence confuses me. I am not sure if it is directed at the winning or losing player. Also, looking at some of the reported scores from other players it seems that the bonus is not added very often.

My question then is. Do I add the bonus to my score when I report?

Or, maybe a poll. Would you add the bonus to your score if your opponent surrendered?

It does not matter points wise if you wish with more then 500 pts. So adding 500 or 50.000 points is equal in effect.
