Fixed Player Order - Always Desired

In PBEM and Hotseat games the player order is fixed. In others it can change, and in many scenarios it does on turn 2 ruining the scenario. Perfect examples are many of the NATO v Warsaw Pact scenarios.

Is there anyway to make it fixed in all cases? If need be someone tell me where to make a hex edit.

Always start a scenario in hotseat, then assign the computer to play the other side. This way the game will not get ruined.
