Manual is a bit weak on the subject. Could use some supply 101 tips as I've joined some random games wherein my capital is on a very small isalnd..

Does an HQ need to be in a port for sea supply? Does an HQ need to have cargo ships in its shell? How far can supplies be transported over water? Without a sistance penalty?

Distance is a function of AP. Supply can travel x AP for each of the different supply levels. One only need know what the AP cost is for supply to cross a water hex to figue out the distance max.

You do not need cargo vessels to move supply automaticly.

A Headquarters does NOT have to be in a port to transfer supply over water, BUT it must have access to a port AND ap again matters.
Favoritism is alive and well here.
