Russian Surrender

Does anyone Know if Russia is forced to surrender if St.Petersburg is taken?
Does it have to be one capital or both?

st. petersburg is not enough, not sure if you need to have both or just moscow, but not St. petersburg alone at least :)

Every time when I get my turkish troops to the Moscow Russia surrenders. Boring...
