Can't Invade Russia?

Am playing the 1939 scenario and in summer of 1941, after playing the Invasion of Soviet Union card, I can't. Nor can the Russians attack out of their country. What is wrong? The playing of the Soviet Invasion card is listed in Reports but war is not allowed. Has anyone else had this problem?

The action card for the Germans is separate from the DOW.  You must declare war normally.  The reason I did this is I wanted to allow the Germans the opportunity to blitz a few turns after the war started to provide incentives for the Soviets to defend forward.  Otherwise, a smart Soviet player would set up out of range of the first turn blitzing units.
