No supply in Serbia?

I'm playing a game as the TE. It's mid 1916, Ottomans have surrendered, Bulgaria has joined the CP Serbia still stands but nearly every hex has minimal supply. Scutari is in TE hands still and I have resorted to sea supply but with little effect. Is this part of the game, especially as the CP conquered Belgrade early on and the food resource hex or is this a game bug? My British and French expaditionary corps are bleeding to death and It's near impossible to launch offensives.

Are you using the latest 1.22 beta? Earlier build versions had supply bugs issues that affected supply levels in Serbia and Greece.

Indeed I have. I remember reading something in the forums about a simmilar problem happening in Russia. Also it mentions in the patch readme this being fixed. Possibly this hasn't been adressed for Serbia, it being a minor power?
