Fleets unable to attack/blockade

Currently playing a game where the French have put fleets into Edinburgh and Belfast.
This is great for the french player as the game won't let me ( as the english) blockade these two ports, coming up with insufficient movement when the fleets have plenty of points.
Anyone else had this same problem or similar?

In EiA, a garrison on each side of the crossing arrow blocks the arrow so you cannot move through that strait but the blockade boxes should still open unless protected by the strait (Constantinople and Copenhagen for example).
