When a cede province is reconquered by the home power, are the cities in that province supposed to come with it, or do they stay with the foreign power until re-occupied?

In the attached game, France surrendered to GB in 1805 (trying to make the game more challenging against the AI). GB takes provinces, including Brittany. New war starts when peace expires, and France reconquers the lost provinces by occupying the capitals. So far, no problem.

But now I notice that the cities within those provinces, if not individually occupied by France, remain under British control, although there are no British garrisons there. For instance, Lorient in Brittany. (I discovered this when I tried to move a fleet there.)

Maybe that's supposed to be the case until France occupies them individually or the war ends; but it surprised me. If it's not supposed to be the case, then it's a bug.
