never finishing ship building

in one of my PBEM games I recognise that the British building Transports in Malta will never finish? See picture

Those are transports ready to be picked up' probably there as a result of being captured in a naval battle in Oct 05, which would give them an availability date of Nov 05.

Yes the icon shows ships with sails which means they have been completed and are awaiting addition to a fleet.
