Not able to place garrisons in ceded territory

After a succesfull war with Austria, I as Prussia took Bohemia as a ceded province.

I am unable to place a garrison in either Olmutz or Brunn, the program is saying its Unable cannot moved or be placed when I am trying to transfer factors from a Corps to create a garrison.

Yes, you will see that fix in 1.02d (L34 on bug list). Not sure why it is not up yet.
