Setup Question

I am beginning my first game. I am playing Austria. I have placed several corps on the map, assigned all factors to garrison, corps, or cavalry. All three leaders have been assigned to unit stacks. Placed my fleet and loaded all available fators and placed all 7 depots on the map in strategic locations. When attempting to move to the next phase I keep getting the message "All forces must be placed at setup." I do not see what I am forgetting. There are some insurrection and tyrol units in black but they can not be placed.

Can anyone help to get me over this hurdle.

Seems to be a great game. Would just like to get past first base.

Austria starts with a couple of little free states (Breisgau and Luxemburg, I think). You have to set up their garrisons.
