Several bugs with creating Ottoman Empire

Background :

1.02g patch level (game started with 1.01)

Turkey has Ally status with Algeria & control of all other N. Africa except
for Morocco (Spain FS) & Tripolitania (Spanish controlled FS DOWed by Turkey)
at the start of Sept 1805.

GB DOWs Algeria & Turkey gets control.

GB lands corp; wins field combat & makes succussful breakin to Algiers leaving 1I in the city as garrison.

Turkey can & does create the O-E in the Sept Econ phase.

Bug 1 : This breaks the british occupation of Algeria. Britain is still listed as
"at war" with "Algeria" - but the control of the area is "Ottoman Empire". Britain
cannot move his garrison or his corp back into Algiers

Bug 2 : The corp & garrison factor are both repatriated to Sardinia. Before the
British reinforcement phase; I (France) can see >2< I in the Sardinia garrison
(presumably 1 from Algiers & 1 that origianlly belonged there). After I load
his move file; there is only >1< (he said that HE couldn't see it at all; he did
NOT remove it).
