West: moving supplies

As west what is the best way to move supplies from Middles East. Wavell starts with no cargo ships, and you can't select HQ UK supreme for Kwaiti as it doesn't send?? Also, same question/issue for the India area supply centers...

I've found similar problems with the supply as the West in this scenario.  Kuwait I've always assigned to Wavell directly and made Wavell not report to UK HQ so it does not draw supplies.
 
To get the other supplies to UK, I've always built a load of cargo ships (say ten) and then transferred the supplies to the UK at the end of each turn manually.  Alternatively you can assign all costal supply centres to UK and ensure there are enough cargo ships here to move supplies back to UK.
 
I'm sure there are better ways of doing this that others will point out but I hope this helps.
