Strategic Movement

I am running 1.22. The games allows me to order British units to move by rail during the orders phase from/to locations in France. But the movement never occurs during the resolution phase. And there are plenty of both British and French rail points available. Is this broken again, or is it me??

The latest 1.23 beta should have fixed this.

I also have had this in 1.23
