New dxdiag since i updated drivers.
I have also uninstalled and reinstalled the game making sure i installed dx and 1.1.
Still no luck.

This really sounds like one of the required system components did not get installed somehow. I understand you went through the full installation, but let's try to rule this out completely.
Could you please try this and then reboot and let me know if it makes any difference?
Go to your installation folder and go to the /redist sub-folder. Double click on each of the following manually and let it install fully. If any of them report errors (there's one that probably will, but I'm including it to be sure) then let me know what they say.

Ok, that's the one I expected to kick out an error. Thanks for trying this.
Next question focuses on your sound drivers. I see you updated them to 2004, but is there anything newer driver-wise for you? Can you double-check the settings to make sure that your sound is indeed enabled and all devices functioning properly please? If the sound were somehow unavailable, it could cause this problem.
Also, have you tried setting all the settings in the graphics configuration that shows up at game launch to the lowest possible and the highest possible to see if that makes any difference?

I have installed a creative audigy and patched it up with the latest drivers, uninstalled game , reinstalled, went through the process you suggested above, tried different detail levels and still have the same issues.
The error message the last time i crashed read:
'Application has generated an exception that could not be handled
Process id=0xd54 (3412), Thread id=0xaa8 (2728)'
I have included the dxdiag with the new sound card installed.
I noticed that there is mention in the diag of a system.dll missing and that i should reinstall dx9. I have done this but the file is still noted as missing - don't know if this is of any use to you, but getting a bit desperate for an answer - nothing more bloody infuriating than a computer mucking you about!
Appreciate your help thus far - hope you stick with me a bit longer.

I just spoke with the developer. As a first test, could you please rename the intro movie file and let us know if that makes any difference for you? It's in the main installation folder and is called panzercommandintro.wmv. Renaming it to panzercommandintro.bak should allow you to skip the movie entirely.

I don't know if this will resolve your problem, but I went to this website to update DX:

The update fixed that error message in my DXDIAG results.
I restarted my system after the upgrade, entered the game and ran the first few turns of a scenario without issue.

Ok, what we can tell:
.Net is installed and runs (we see logging).
DirectX is installed and initialized.
The game doesn't throw and error, it just fails out. This means it's probably failing in a Windows library, not the game.
Could be a video codec that isn't standard with Windows or a third party program interfering with the initial part of the loading process where it looks for the video and codec.
I have also seen .Net runtime errors on applications that are running over a shared drive. I'm pretty sure we wouldn't even see a log if that was the case.
Do you have any third party video/audio apps that may be running in the background that you could shutdown or process kill to see if that makes any difference? Any extra non-standard codec packs? The last time I saw something like this, it was for our World at War game where a third party app called "Morgan Stream Switcher" would generate a crash whenever the game tried to play a movie.

Thanks PoE for the link - I'm on to it.
Eric, I have completely removed the video drivers (with drive cleaner) and reinstalled so I'm not sure where this other codec could be coming from (that is if i even know what it actually is
) . I have also clean booted the computer and only have a handful of processes running in the back ground - so i can't see any dodgy third party running.
I am really thankful to you guys for helping me here. Its a first rate service you provide. I managed to scrounge a couple of days off, wife has gone away, thought i would get my self a new game and do a few allnighters. Its just so typical that I'm having issues.
Any other ideas?

Again, this may have nothing to do with your issue, but driver cleaner can be a little dicey as a means of removing old device drivers. ATI driver packages include a utility in "add-remove-programs" to let you uninstall their drivers. After you've done so, and having restarted your system, you cancel out of the Windows device detection routine (just say no/cancel when Windows wants to search/install drivers for you), and then run the new ATI Catalyst package.
