Stranded ships bug

I know there was some discussion many months ago about ships being stranded in mid continent. I don't know if it was ever fixed, but I am in a game where I have a frigate in Tyrolia. The nemy had one in Vienna, but I don't see it now. Maybe it was chopped up for firewood, or something.

Also, I have many enemy ships apparently stranded in my costal provinces. Some, I think were in fleets that transported troops to my shores -- they left behind frigates when departing. So, I have all these enemy ships just sitting there, doing no harm I guess, but sitting there.

I've wondered if these are really operational and are blockading the ports in the province, but don't know how to find out. It's pretty clear when a fleet blockades a port, but I don't know if individual ships do it, and if so, are they supposed to appear as they do.

So, if anyone can tell me ....

Are you using the latest patch?  Ships in Vienna happened in the early versions of COG, but I thought people stopped reporting these long ago.

I'm up to 1.2.25.  I understood that 1.2.26 just fixed a couple of bugs that were not necessarily for general consumption.  i.e., I never had the crashes it was supposed to fix (I don't usually use the power settings).
 
This was confirmation that I read on another forum:
 
1.2.25 was the last major official update so I don't think you need you anything earlier. The latest issued 1.2.26 was a minor one to correct crashes which accidently omitted the power levels (now restored in Eric's new beta).
