I see in the manual that the length of time that passes impacts the victory levels. While I can see some senarios needing time pressures, I do not see a need for it in most instances. With each turn representing 80 seconds, even a game that last 60 turns would be less than an hour and a half of time.

Actually, that's not true in all cases and may have been an edit we missed from the original Winterstorm manual. The vast majority of battles (including all historical ones) in Kharkov do not have time-based VP bonus points. There's a chance of them appearing in random battles and campaigns where they might represent the imminent arrival of larger reinforcements for one side or another that limits the window of opportunity tactically, but they are pretty few and far between now (unlike in Winterstorm).
