Question About Battle Points

As far as the Preferences settings concerning Battle Points, if you choose (as the human player) a set point amount (like say 2000 points), and choose a random amount for the computer player, can the point range vary as high as the maximum? I guess I am unclear how this works. if I choose, say 2000 points for myself but random for the computer, what is the range as far as points for the computer to purchase troops?

The AI buys up to the maximum points you gave yourself, unless you set the Battle Difficulty to Hard, which then gives the AI 2x as many. Or if you set the AI Advantage to ON, the AI gets bonus units, randomly determined.

As Flashfyre says, setting AI Advantage ON and setting the Battle Difficulty to Hard(x2) will increase the number of battle points the computer will spend.  However there is a third way to alter the number of battle points available to the computer (in a roundabout way).

This third way involves turning Country Training OFF and manually setting the Troop Quality.  If you set the Troop Quality lower than 70, then the computer will be able to buy more units.  If you set the Troop Quality to 80 or above, then the computer will be able buy fewer units.  Now, here comes the tricky part.

When setting the Troop Quality manually, you are altering the combat capabilities of the units that the computer buys (for better or worse).  But there is a way to compensate for this.  By adjusting the Player Preferences for Hitting, Rout/Rally, and Special Op-Fire you can basically make units perform however you want them to.

For example, let's say you want to increase the number of units available to the computer but you also want to increase their combat capabilities for an even greater challenge.  Drop the Troop Quality of the computer to 59 and at the same time set the computer's Hitting, Rout/Rally, and Special Op-Fire to a number higher than 130%.  Why 130% in this example?  Two reasons.  First, units at TQ59 will be getting about 15% fewer shots per turn than units at the base TQ of 70 and this needs to be accounted for.  Second, units at TQ59 will be about 15% less effective at hitting and this needs to be accounted for as well.  So, 130% Hitting, Rout/Rally and Special Op-Fire makes TQ59 units perform like TQ70 Units.  Higher than 130% makes them perform even better than TQ70 units. EDIT: You will probably also want to set the Sighting to at least 115% in the example above to account for the degraded sighting abilities of TQ59 units compared to TQ70 units.

Thus, you can use the method I've described above to further adjust the number of units the computer can buy per battle, as well as their combat effectiveness.
