First Timer w/ ? Re RHSEOS

I am playing a PBEM game as Japan. In the stock game as long as I have enough political points I was able to transfer units between commands. In RHSEOS I seem to not have any options to transfer units from the Home Defense Command to where they can really help my war effort. I have plenty of PP saved. Does anyone have any ideas?
