Fixing Cluster Bombs

I am conservative - until I understand how to do it better - I keep it the way it is.

Cluster bombs are defined as smart weapons.

They shoult not be such in RHS.

RHS bombs are defined in terms of soft effect being square root of weight (load cost) (for HE - which clusters are).

So there is a difference between the soft effect of a 100 pound bomb and a cluster of 3 33 pound (15 kg) bombs - but only in RHS.

Since clusters do not load properly - you get the same normal and extended load - we should redefine them as regular bombs -
get the right extended loadout (half as many) - and the right effect (already in there the way we do it).
