CG-16 USS Leahy carries only four sams!

For some reason the Mk 10 launchers on USS Leahy in ANW 3.9 HUD3 have only "2/40" missiles available. USS Long Beach has the same issue with one of its Mk 10s, though the other shows "80/80"! So USS Leahy shoots four SM-2ERs, then runs from the threat axis! What gives?
