River naval builds?

River naval builds?

Can proper blue water ships be used in the major rivers? Does it make sense to have shipyards on the Mississippi to produce frigates and fleet containers, or are river gunboats the only ships that can be used there?

Only gunboats may be used on the rivers. Fleets and regular ships remain at sea.
