game hang after surrender

Turkey has just surrendered to France; France has fleets blockading Constantinople. After France plays its reinforcement phase, the game wants to send the fleets out of the blockade box, but can't seem to decide where they should go. It gets stuck in an endless loop moving the fleets from one place to another.

Caution: you'll probably have to ctrl-alt-delete to exit the program.
