Confederate leaders training militia and mounted units

On page 85 the manual says Confederate leaders get a +1 to their rating when training militia and mounted units. Does that mean a 4 rated leader becomes a 5? If so does that mean his chance is 24% for training militia? That also means there is no such thing as a "1" for training militia and mounted since that would be raised to a 2. Correct? Thanks.

Are you sure about the militia? Looking at the chart on the same page the Conf. are bumped up exactly one level above the union for each rating. In other words, the chart appears to already includes the bonus.

You're right, sorry, my mistake. I didn't look at the table and was going from memory and forgot we built the +1 values into the table.
